You can change the colour in Nova settings - Home screen - icon layout and in dock - icon layout.

Yes >Nova home settings>icon layout>color > also let Nova handle as it can make changes with different wallpaper is toggled on

Try switching the label toggle off & on and change the colour a couple of times to see if it makes a difference. Maybe something got stuck in there.

Mmmm, try changing the size of the dock icons and post a screenshot of the home screen after all those changes.
