Task Manager randomly stops working

Hi guys. I'm using the Note 2 with Cleanrom 4.7.0 and Nova prime. I've searched the forums but can't find a solution. My task manager randomly stops working (press and hold home) at least once a day. I will get haptic feedback when the home button is long pressed but nothing will come up. Sometimes I'll long press the home button and the task manager will show up for a split second and then disappear. A restart usually fixes the problem but it's getting annoying as this happens a couple times a day. Anybody know what's going on?

My first thought is that it's a bug in the ROM. Did it do it on the stock ROM?

Another thought, though: are running any sort of task killer or an app designed to improve battery life?
