Like others have said, odds are that you will not get caught if you tether your device without using the service Verizon offers. The rule of thumb was to try and not go over 5 gb a month but I don't know if things have changed. If Verizon sees your data usage from last month was 1 gb worth of data but this month it is 7 gb of data then they will know something is up.
Put it this way, if you do decide to tether your device without Verizon's service then you are doing it at your own risk. If you get caught then you will have a nice bill to pay next month.
