It vastly improves your screen's chances of not shattering, but it won't always prevent it. It all depends on how the phone is dropped or whatever.

To add, it really depends on how the phone lands. But any protection just adds to bettering the chance of less damage.

Go with Zagg. It's a bit pricey but worth it.

I'm going the other way on this one. The primary function is to prevent the screen from getting scratched. It will add protection from shattering but a case has much more of an influence on screen shatter protection.

In my S4 I use Tech Armor screen protector with the Samsung original case. It's not a tempered glass (I've never used one of those so I don't know how they are) but the screen protector is not perceived at all and the device is intact (both the screen and the rest of the device).
My previous phone ended destroyed (it was in very bad conditions before the last hit broke the screen) and the one before that lasted me a week, so I'm not very careful with my phones.
