Is there built in tethering in nexus 4 or it needs to be rooted to have that feature? Thank you in advance for reply.

It's already on the phone, no rooting required. Just go to settings, more... (under data usage) and touch Thethering. You can set up a password or blank it out.

there are three option to do it. wifi is easier

Download the Widgetsoid widget and you can add the tethering switch to one of your screens. Super handy.
