Text notification?

A friend of mine has a S3 on T-Mobile. When he receives a text message, a number shows up on his launcher text icon. But even after he reads the text message, the number will not go away until he reboots. Is this normal, or something in settings that can be turned off, or a defect? He already gets a notification in his status bar, so this one is not needed.

Go into settings>application manager >badge provider> clear data
