Texting app cross platform, parental controls?

Is there a texting app that lets you text with iOS to android and vice versa? Also needs to have parental controls. I know they are alot of apps but most of them allow you to text any number. This would need to just be select contacts

Most of those apps would require the other contact to use it as well, like WhatsApp or WeChat. Is that what you're looking for?
