texting charges when roaming

Anyone else have the problem of receiving texts while roaming?
I can simply ignore incoming calls and not get charged, and my data-when-roaming settings are set to not use data when roaming, but if someone sends you a text the phone receives it whether you like it or not!

What's the problem with receiving texts or calling while roaming..do you think you're getting charged extra? I was recently travelling in a place where there was only verizon and roamed with no problem or charges
