How do I go about changing the "default" apps/buttons at the bottom of the screen that stay the same from home screen to home screen?

Right now the "app" button is on the right. I want it in the middle and internet on the right.

How do i change it?

You can't change the all apps button I think. But the rest of the shortcuts can be changed just by long pressing. If you really want to change the all apps button too then I'd suggest an alternative launcher like Nova or Apex.

Press and hold the icon, then move it to where you want it. You first need to move any icon out of the dock to an empty space on the home screen. You then can move the other dock icons around (not the app drawer button), then move the original dock icon, or any other icon, back to the dock.

I've been looking, but no luck finding an answer for you. You can press and hold all the others, but the apps draw icon seems to be locked in place.

Try a launcher! I use nova launcher and love the gestures and you can customize how ever you like.
