The telephoto lens is not used for Portrait Mode?

Did I get this right? Supersaf is saying that the telephoto lens is not used for Portrait mode in this video:

So if it's not used for Portrait mode unless I understood it wrong, then what is it for and how is the portrait mode achieved?
