the world clock in the clock app keeps saying "unable to find location"???

the world clock in the clock app keeps saying "unable to find location"??? when I tap the pin icon on the upper right, the "unable to find location" message pops up on the bottom.... please see screenshot below

this is strange because I can used Google Maps, GPS Test, and other apps without any issues.
