Theme Chooser: How to install?

Does anybody know how to install T Mobile's Theme Chooser to the Reverb? I really see no theming options from within the stock ROM for the status bar, gtk, etc. and would like to be able to do more customization. I use Next Launcher, but a launcher only themes so much. Anyway, I downloaded the theme chooser apk and it simply fails to install. Is there a method to install this using a root file manager or does the ROM have to be deodexed?

You need to just all a rom with it already because it won't work on a stock rom, there needs to be specific changes to the framework for it to work.

I've only ever seen one stock rom with it.
So mostly any aosp rom has it lime cyanogen mod, aokp, black bean, slim rom, etc.

Those are non-existant at this point for this device. So far all that there is is a hybrid rom (Jelly Bean Sandwich) , a deodexed stock jelly bean rom, and a deodexed jelly bean rom with a few stock apps removed.
