There are white rectangles in place of text/over the text on the home page and apps page?

I have an S4, other than restarting... how can I fix this? Preferably permantly

Welcome to Android Central! A reboot usually helps (i.e., powering the phone off completely, then powering back on again). Does this happen often? If so, try also booting into Recovery Mode and wiping the system cache partition, which won't erase any personal data: http://support.t-mobile.com/docs/DOC-5744
