There is no option on my Samsung Galaxy S4 for Access Point Names, any help?

There is no option on my Samsung Galaxy S4 for "Access Point Names"

Is there some settings in recovery mode where I could possibly wipe this feature or error from the phone to access it? I've done a complete wipe of the phone several times to try and get it to work but nothing helps.

Perhaps it has been removed by your carrier, if you are using a carrier-locked phone?
