I keep trying to put money in my google account and my bank is declining it and I have a good bit of money in my bank account.

Welcome to Android Central! Which Google account do you mean? The Google Play balance (which can only be used to purchase apps or media from the Play Store) or your Google Wallet (which is like PayPal, used to send or receive money)?
