Thinking about getting S4 (Sim question)

If I take my SIM from my S3 and put it in the S4, will I be able to use it or would I have to call AT&T to have them activate it?

The short answer is an unlocked phone will work without any intervention from ATT. "Work" will be defined by the phone itself.

It will work, the SIM card just activates the service, so yeah you can switch it from your GS3 to the GS4 and it should work just fine
