This (orange archive button?) appears occasionally

This (orange archive bubble) appears occasionally and I can't find how to stop it or get rid of it other than to turn my phone off and on.

That sure seems like something from a 3rd party app. What are those paper clip icons for on the right side of your screen? I'd guess it has something to do with that.

Double check accesbilty settings if you have enable any application there?
