This Samsung app installing thing

What's up with the Samsung so app application installing every time I restart my phone? I already have it and when I go look in the app nothing seems to have changed. Any ideas?

Hamm.... I wonder why Sammy is doing this? Maybe they are NSAing our phones hahahaha. ;-) :-(

My S3 does the same thing, however, the install never runs to completion? :/
