Time and weather widget not working properly.

I have a Galaxy S6 phone and have the time and weather widget on my Home Screen. The clock is working properly, but the weather is not updating and I am getting the following message: "Service in not available temporarily." This seems to be an intermittent problem - I have seen it work several times but then it fails again and I get the service unavailable message.
I have tried: 1) shutting off and restarting phone, 2) deleting and re-adding the widget, and 3) Backup and Reset/Reset Network Settings. None of these has fixed the problem.
I'm wondering if this is a phone problem or an app problem and if the latter, who can I notify?

I'm having the same problem with an S8. It's been temporarily unavailable for over 12 hours now......

The "service" is the API at the weather app's developer's site, so there's nothing you can do about it. The message translates to "sorry, the site is temporarily down".
