Tizen and Exynos

If Samsung would put their tizen operating system on a phone, let's say the note 6 and they put their Exynos processor in it, could they optimize it like Apple does the iPhone?
I mean Apple gets insane performance with 2 cores and Samsung uses 8 cores
I mean it seems like that would be approaching desktop level CPUs in terms of performance
Why wouldn't they do this?

Because it's nowhere near that simple.

I'm not saying it would be simple, but Samsung is a HUGE company with plenty of money and intelligent workers to get it done
