I read that today is the last day to legally unlock your phones without your carriers permission. our s3 is already unlocked out of the box and w/ JB update right? Just wondering if this change will effect me for overseas sim cards in the future. Anybody else have any thoughts or inside scoops on this one?
 
All this law is about is people taking their phone and unlocking it/flashing it to a different carrier. This has nothing to do with JB update or rooting/unlocking your bootloader.

Basically you can no longer on your own willingly take your phone and unlock/flash it to another carrier without permission from the carrier you purchased the phone from or have a contract with.
 
BUt is it not true that if I go overseas and use a different carriers sim card, that I will need to be unlocked? I know that the GS3 was not able to go "global" without the JB update. With JB this has been fixed and the GS3 is global ready now for use with Verizon and other Non verizon sim cards. Sound correct?
Again, just checking if this will affect current GS3 owners and international travel

Yes. You will need to be unlocked.
