I meant like, they would come and go. I check those folders when getting .apk's

The top is without the files, the bottom is with... I don't think there's a real difference since my speeds flux alot anyway

Here the thread I was talking about. If you look halfway down the second page, you will see that those files were also on the very first 2.2.1 stock rom. I remember restoring my stock backup to check it and found it on my phone also.

I think a lot of tin foil hats need to be passed around. Just like when it showed up originally.

It would be stupid for VM to throttle people using a script on the phone. Its like most things that reset when your phone reboots. Or you flash a new rom.

The throttling is done at the Vm datacenter your data usage is tracked just like texting and minutes. Via software on THEIR end. You will not be able to bypass it or fake them out. You should consider that the people in charge of this stuff is people that work for Sprint. Not the outsourced customer support center.
