Too many notifications (Pixel XL)

Since updating to the OREO OS, I get the most annoying notifications.

For instance, I have clash of clans on my phone. And whenever I get a notification for this app, it doesn't just chirp once. It chirps a random amount of times between 2 and (in one case) 9 times. Is chirping 9 times really a necessity? It's annoying. And it isn't just this app, it's all apps.

And I'm beginning to get erroneous notifications as well. I'll use clash of clans again as an example. Normally, in the past and using the previous update, if you haven't opened this app after a week, you get a notification to come back and play again. But now I'm getting this multiple times in a day. Again, this isn't just Clash of clans, it's a significant portion of my apps generating too many pointless notifications. Coupled with the fact that my phone doesn't chirp just once. But between 2 and 9 times. Every time.

And not only that, some apps no longer even send notifications. Facebook is one. Not a single notification on my phone, log in on my PC and have several. What gives android?

I don't know why this was moved to the pixel forum, when I wasn't having problems until the OREO update. So clearly this is an OREO problem, not a Pixel problem. Perhaps I should take that as a reason WHY I'm having this problem with android lately. They don't seem to even understand their own software.

I JUST got a deployment about a month ago. Finally updated the OS and a security update. Ever since, I've been seeing the same thing!!! My phone randomly chirps or vibrates to tell me I have a notification, but there's NOTHING on my phone. I do have a few apps set to not show notifications, but the INTENT of that is ALSO to NOT hear the chirp/vibrate.

Have either of you performed a Factory Reset, since moving from Nougat to Oreo?
Most folks strongly recommend doing so, when upgrading to a new version.
After security patch, clear cache & dalvic only.
