Too simple app to accept it in Google Play Store

I would like to ask about acceptance of too simple Android app (because App Store would not accept it). The app starts, check the connection to the internet (logo on the background) and if the connection is ok, then open the webview to one web (and download images/update them - just the logo and another one), if there is no internet connection, just display sad picture with a "No connection" text. Is the app acceptable?
