Touch responsiveness out of whack when charging?

does this happen to anyone? when my phone is charging.. the touchscreen reponse will be all over the place. Like if trying to move the lockscreen to left.. it will move up and down or something like that.

It only happens when its been charging for awhile.. if I plug it out.. everything will work fine

On old evo charger no issues. Haven't used the samy charger since the first day I got the phone. Come to think of it, I do not even know were the stock charger is. :O
