tranfer files from phone that cannot turn on

My samsung galaxy s4 cannot turn on, it keeps staying on the samsung logo page. My screen is locked. Is there any way I can transfer the files from the internal storage of my phone to other device?

No, the phone usually can only be detected after unlock the screen
