Trolling USB port

I plugged my N7 into a mid-2000s desktop box to charge, and every now and then the screen turns on, wasting energy and making it take longer to charge. I suspect this is caused by an intermittant power connection. Maybe the computer just wants to troll me through its USB port by cutting off the power every few minutes. Anyway, by default the N7 screen comes on you plug it into the power. Is there any way to change this?
