true offline voice recognition

I have downloaded uk English language pack. I want to use voice commands and text to speech with no data or WiFi. But when I press the mic icon, it always attempts to go online and of course falls.

Thank-you, but I have tried that change. It just won't leave Google alone. Any other ideas out there?

Make sure to update Google Search and Google Keyboard from playstore first(its important)

Settings-->Language & Input-->Click the SETTINGS icon to the right of "Google Keyboard"

Input Languages MUST BE SET TO "English (UK)" ,I assume to match my downloaded language file. (not sure if automatic will work or not)
make sure checkbox is enabled beside "Google voice typing", and set to "automatic"

voice typing is tuned to work for US English but to make it work for other language is not straight forward
