Truoble connecting to mobile network

I am having trouble connecting to mobile network when opting out of using an available wifi or closing out of a wifi spot...the phone just doesn't want to make the switch without turning it all the way off. This is troublesome for using gps etc. Any help is appreciated.

I did search this and could not find the exact issue or a solution ... just didn't want to read through a 1000 irrelevant threads on google.
