Trying to buy a Pixel 3 in the US

1) I live in Europe, but a friend of mine is in the US now so I asked him to buy me a Pixel 3. I got the message back from him that I had to pay $40 to unlock the phone to use it in Norway. Is that correct? On googles Pixel 3 pages you can choose wether to have a unlocked or a locked device. The price of the unlocked device is $799 not $839.

Any experience on this?

2. Is the US version and the European version the same?
From googles pages there is a difference in the network area where the European version has "UMTS/HSPA+/HSDPA: Bands 1/2/4/5/8" which is not stated on the US page. What does this mean?

? i am not sure about your second questions, but i have definitely use my phone with a foreign sim before without paying any fees. the phone comes unlocked. haha your friend trying to make $40 from you? is that shipping fee for him? haha.
