Trying to restore in app purchases

[Android Central Question]

I bought a new phone and am trying to restore my in app purchases. I am logged into the same account in Play Store and Google Play Games and I can see the purchase history showing the purchases I made in-game, on my old phone yet when I open the game it has no idea about the purchaces?

When I click on the items I already bought (and have in my purchase history) it just asks me to buy them all over again.

Is there a way to fix this?
