searched forums, performed cache partition wipe - did not solve the issue - charger appears to be fine & charging port is clean.

Welcome to Android Central! What do you mean by not charging properly? Is it charging slowly, or not at all? Or is it not turbo charging? Have you tried other charging cables/plugs? You can't be sure a charger/cable is functional just by visual inspection.
