Is it normal to have to turn off WiFi to use mobile data?

Keep it on all the time. It will switch all by itself if you are near WiFi that you have logged into.

Yes it is normal. It will default to one or the other depending on if a Wifi network is available or not. But it will not use them both at the same time. Unless you are sending a MMS it will switch to data for that I believe. It should though, toggle automatically so you should not have to shut it off completely to use 4G (ex. when you leave your house after being on wifi you shouldn't have to shut off the wifi for it to find the 4g signal once the wifi is out of range, it will automatically switch to 4G or what ever is available.)
