Turn on location service automatically and only when checking for weather update

Hi to all,
I am not sure,but I think that before rooting and unrooting my Samsung Galaxy S5 Duos and installing a new firmware,with the power saving mode turned on,I could check for a weather information update without turning the location service manually on.I suppose that the weather information service turned on the location service only for checking for weather information update automatically and then turned it off automatically again.And when I have pressed the weather update refresh button, it updated the weather information very fast.I would also like to add that the weather information,has been updating with no difference if the phone has been connected to a wi-fi network or 3G.
What do you think?Is there a way I can get back that way of updating the weather information?Please help me!Any help would be appreciated!
p.s That was only with the power saving mode turned on!

You might like to try the excellent Transparent clock & weather, free from the Play Store.

I switched to this app some time ago as I found that the built-in clock and weather widget was eating battery and not very accurate. This widget comes with lots of skins and transparencies and can be used without having GPS turned on as it is very accurate with just using your cell tower locations. It also offers a choice of weather providers and, if required, a multitude of configurable weather notifications. See video...

Glad you like it. IMHO, it beats the hell out of the stock clock and weather app.

AFAIK, you would have to root your phone to install custom widgets on your lock screen. It does not bother me as I do not lock my phone. You could try contacting the developer, who I have found to be very, very, helpful, and see if there is a way around this.
