I have a android iPad and Android phone both use chrome. Want the bookmarks from my phone to iPad, but did not want to use the same Google account on both devices..why assuming if do that the data for each device is merged and if ever had to recover would get merged data. Or anyone know is each device data stored separately or merged ?

It has nothing to do with the Google account, you have to sync the bookmarks between them. Then each one has the same bookmarks as the other, so they're "merged" in each browser, independently. If you turn off the sync, each one stays the way it is - with the bookmarks it has at the time. (There's no "central bookmark server" that they both get their bookmarks from when they're used - they keep their bookmarks, merged or not, on the device they're installed on.)
