Unable to activate System UI Tuner in Android Pie

I'm using Asus Zenfone Max Pro M2 wihch comes with stock android Oreo. Last week I updated my phone to Android Pie. Now I'm unable to activate System UI Tuner. In Developer option I am trying to set animation scale that even is not setting up properly. While setting 1x it's not getting more than .5x even set to 10x but shows 5x. What should I do ? I tried to restart my device also. Please help me out with this.
