Unable to Block Phone Numbers - Fixed!

This has been an issue on my Samsung Galaxy Note8 for a while now. Whenever I try to block a number, the com.android.phone app would crash and I would be prompted to restart it.

Clearing the app cache did not help.

What I did to fix:

1. Launch Settings
2. Select Apps
3. Select Menu --> Show system apps
4. Scroll down to Blocked Numbers Storage and 'Enable'

I'm not sure why or how this was disabled in the first place.
 
My problem was different. I was able to block the number, but it would still be able to leave a voicemail. The same annoying number every day would cause me to have to go clear my messages. I called tmobile and told them to cut the voicemail box off entirely.
 
i also cannot block contacts on my android, but i dont have the options listed in the previous note, i.e., app, menu, etc. My phone does not seem to have the same drop down. I go to seeting and privacy but still do not find a way to block numbers
