Unable to erase anything,

Ive done hard reset through physical buttons, within settings on both USB and Factory Reset and Even flashed the software on the device through the computer. Her apps are still installed and device keeps force closing any recommendations >?

google apps are force closing, my apps pictures, everything is still here as if i didn't even erase anything.
