Unable to open downloaded PDF files

When I download a PDF file it is "grayed out" in the download folder and cannot be opened. Why is that?

I was using the Docs app when the PDF files were "grayed out". Since I posted my question I've found that I can use the Files app to delete any downloaded PDF files. Thanks for your help.
p.s. I have a Motorola One Action phone.
