Unable to unlock Note 9 from AT&T network, seems to be a big issue.

I suspect they sent you a sequence of instructions to do the unlock, and you are indicating that it isn't working.

I can't remember if you need to put a non-AT&T SIM when you do the unlock procedure or not.

If I were you I would go into an AT&T corporate store in person and see if they can help you, or see how you can get in touch with their advanced technical support, but I wouldn't try to reenter again for the reason you gave that it would permanently lock the phone. Let them do it, and if they end up permanently locking the phone to the carrier, I would think they would be responsible for giving you a new phone
 
Yes, I've unlocked many phones and it's not accepting the code. I turn it off, insert the TMobile sim, turn it back on, it boots up to a enter your unlock code screen. Enter the code, and it says invalid code.

Already did talk to a friend that works at the corporate store and they can't do anything with unlocks. As you can see, I am not the only one having this issue. Seems Samsung released the wrong unlock codes.

I was about to say what your last sentence did - it seems to be a Samsung issue. (No! Samsung made a mistake? Color me ... nothing special, they've been making mistakes for the 14 years I've been dealing with them.)

haha. And they won't admit they did when I call them to discuss it. They actually say it's a AT&T problem. lol
 
If you have 8 digit unlock code it will not work. Note 9 requires 16 digit code to unlock. I have had multiple phone replacements before I finally learnt this.You would have to request missing half from AT&T or try some outside source.
 
I am in the same boat as you. Received an unlock code from AT&T but the code does not work. Now both AT&T and Samsung saying the other one is responsible for fixing this (!!!)
 
I was trying to unlock my Note 9 since August. No luck. Even had phone replaced with the same result -- the issued unlock code does not validate.
AT&T says that it is Samsung issue, while Samsung insists that they have nothing to do with unlock codes. Samsung says that US providers themselves modify firmware and Android OS for their requirements including SIM locking and provider specific features like calling via WiFi, etc.
My case was elevated to AT&T "intensive care" team twice. Both times it was quietly closed without resolution.
If Samsung support is truthful about their disinvolvement with unlocking of the phones, it is questionable that third party service companies would have other unlock codes than AT&T. In fact, I was told in ubreakifix that they use the same source for unlock codes as AT&T.
