Unable to unlock Unlockable Bootloader

After speaking to Level 2 & Level 3 Support, I am still unable to Unlock Bootloader through Motorola's site. I am getting a message " Your device does not qualify for Bootloader Unlocking" so Motorola checked my IMEI and it does indeed qualify for Bootloader Unlocking so now I have to wait for Motorola Support to contact me with a resolution.

Had this happen to anyone? If so, how long?

That particular problem never happened to me, but my trick is to keep calling and asking for supervisors until I get one who agrees with me. In your case that would be "give me a series of things to do to unlock the bootloader or ship me a phone with an unlocked bootloader and a return label" - today, while I'm on the phone with you. (Sometimes you have to get the supervisor's supervisor.)
