Unblock Blacklisted G3?

I'm looking to buy a used G3 that is fairly cheap, but the only problem is that the phone is blacklisted on T-Mobile. Is it going to work on AT&T without unblocking it? How would I unblock the phone? Would rooting it fix that?

A blacklisted IMEI number will be blocked on all carriers as they are required to do this by law.

Changing IMEI numbers is illegal. Sorry!
