Unicode Replacement Character on Caller ID �

Whenever I receive a phone call from someone that's not in my caller ID, I get these Unicode replacement characters instead of an actual number. �

I restored some data after a factory reset and was wondering if this could of caused it and if anyone knew a solution.

That wouldn't have caused it unless you had added another language font, then did a factory reset (which would have removed the font). Restore any languages you used to have, and any fonts for those languages. The � just means "I don't have a character for this character value".
