Unix "touch" command app to update date/time stamps?

I use the standard "Gallery" app to view photos. I store them in folders and want them arranged a particular way.

For years now, I have taken the pictures in the order I want and manually edited the "date taken" field using a photo editor that supports that feature. Kind of a pain, though.

Is there a better way?
