Unknown Device: "USB Device Not Recognized"

Basically, my laptop nor the other laptops i have tried can recognize my device.

Things I Have Tried:
1. Reinstall drivers for PC
2. Turn phone on and off
3. Switch cables and USB ports
4. Switch laptops
5. Search other forums for possible solutions
6. Be frustrated when none of their solutions work

It is a Galaxy Note II (AT&T running a DN3 v3.1)
I have recently changed my APN if that causes any problems
