Unknown error while trying to download a pdf

For the past few weeks when I try to download a PDF I get an unknown error message and file fails the down load. I reset all my settings on my phone in case I messed with something that would effect this and I am still getting the error. Any suggestions, also it's when I am using chrome.

Try using Turbo Download Manager (Free with ads). It's designed to appear in the "Complete action using" prompt. The download URL should prompt you to select it.
