If the concern was that 4K videos were taking up way too much cloud storage, then at least make Original Quality photos unlimited, and say that 4K videos count against the user's Google Drive space.

If they do I doubt it will be for Pixel 8 users. Google haven't shown too much regard for their current userbase in the past when launching features like this.
