Unlock Bootloader

We can now unlock the booatloader from the htc dev site. The Vivid isn't listed under supported devices but just go through the steps like normal and it will work.

I keep hearing about root or rooting your phone but Im just getting into computers and android phones so what does it mean to root your phone?
