unlock carrier?

my phone will not carrier unlock. it is TMO branded. called them and said everything looks good on their end. i try the app to unlock device and it does not work.

anyone else have issues?

T-Mobile is the only ones that can unlock the phone. It is going to be a pain in the rear to deal with, but call them during business hours and escalate to higher tech tiers.
