unlock screen must wait 30 seconds

Its happened 5 times to me now.

I pull down the unlock thing to press in my password, and it says i must wait 30 seconds. This is after the phone has been inactive for several minutes/hours.

why?

You would normally get that message if you are entering the wrong password. Are you using the lock that came with the phone or a 3rd party Lock Screen app.
